Area Coordinator Lebanon (m/f/d)

humedica has been operating in Lebanon since 2012 and is currently funded by Federal Ministry for Economic Cooperation and Development of Germany. humedica is supporting Primary Health Care Centers (PCHs) for both Lebanese and Syrian patients. It provides services for mental and psychosocial health both through its own staff as well as partner institutions. In addition, humedica engages in outreach programmes to bolster health resilience of the target communities. It also operates a Mobile Medical Unit (MMU), providing primary health care and medication to Syrian inhabitants of so-called informal tented settlements (ITS) in the Bekaa valley.

To support this project, humedica is looking for an

Area Coordinator (m/f/d)

The Area Coordinator is responsible for overall management and strategic direction of humedica programmes in Bekaa, Lebanon. The Area Coordinator will represent humedica with the local and regional government bodies, especially government agencies, partners, beneficiaries and other (I)NGO's as part of regular and quality communications to maintain good relations. The post holder will need to clearly understand and ensure fair, accountable and transparent management of programmes, finance and human resources and promote a learning environment for staff and the organisation. The Area Coordinator will also be responsible for compliance to Standard Operating Procedures for safety, security and general operations. Moreover, the Area Coordinator will be responsible for the direct implementation of assigned projects.

WORK COORDINATION AND DECISION MAKING

The Area Coordinator will supervise the base team and report directly to the Country Coordinator. The Area Coordinator should take decisions related to the responsibilities and tasks outlined below while coordinating directly with the Country Coordinator.

TASKS AND RESPONSIBILITIES - Programme Management

  • Responsible for the design, implementation and effective monitoring of agreed projects and activities
  • Ensures effective operational management of the project area through oversight of and adherence to programme tools, logistics, communications, transport, human resources, and finance policies and procedures
  • Ensures effective monitoring, evaluation and documentation of all activities and processes
  • Ensures the development and implementation of all activities in line with Common Humanitarian Standards (CHS) and humedica programme policies
  • Proactively seeks funding opportunities to scale up and/or expand activities working closely with the Country Coordinator and Programme Coordinators. This includes identifying and undertaking assessments and writing concept notes and donor proposals
  • Oversees the drafting of proposals, reports and other material submitted to donors
  • Oversees programming with field visits and ensures quality of programme implementation
  • Oversees and provides strategic support to operational team
  • Provides support to Programme Coordinators to solve implementation problems related to logistics, procurement and security
  • Ensures compliance with humedica procedures (logistic, finance, security)
  • Prepares internal and donor reports and other periodical reports as required

Staff management

  • Supports recruitment processes and overall management of human ressources
  • Acts as human resources focal point person for programme and support staff, assuring a sound implementation of humedica’s staff policy
  • Supervises, monitors and evaluates staff performance
  • In charge of staff capacity building.

Security

  • Oversees security management in the project area in close coordination with Country Coordinator and Security Officer
  • Participates to ad hoc security coordination meetings in the project area
  • Consults with aid agencies and other relevant stakeholders on the ongoing security situation as well as their security procedures. Ensures that humedica remains an active part of the ongoing security network
  • Analyses and follows up security incidents
  • Ensures compliance of all staff with security procedures

Financial Management and Logistics

  • Monitors the financial, management of the base
  • Supervises the implementation of logistics procedures, policies and practices
  • Oversees the financial, administrative and logistical management of the base in collaboration with the base accountant and project coordinators, including budget drafts and updates, budget follow-up and projection, financial transparency, follow-up on co-funding and partner contributions
  • Ensures that all administrative and financial procedures in the base follow humedica standards and mission level memoranda

Liaison and networking

  • Coordinates liaison activities with the relevant governmental bodies in the project area
  • In coordination with the Country Coordinator, represents the organization in coordination fora, with donors and with international and local agencies
  • Regularly participates in coordination meetings in the project area concerning implementation, operational and security matters

Qualifications - REQUIRED

  • University degree in Social Sciences, Economics, Business, Sociology, International Development, Political Science, International Relations or any relevant field
  • A minimum of 3 years of relevant working experience in the humanitarian/development sector
  • Knowledge of donor landscape
  • Experience in managing large third-party funded projects (e.g. BMZ, GFFO, ECHO)
  • Knowledge of project management including financial management tools, logistics and security management, ability to write donor reports and proposals in German and English
  • Experience in capacity building
  • Demonstrated efficient verbal and written communication, negotiation skills, multi-tasking and organizational skills
  • Experience in liaising with governmental/local authorities, IOs and NGOs
  • Fluency in English language
  • Computer literacy: MS Office (particularly Excel), accounting software
  • Strong identification with humedica’s values, mission and Christian self-image.

DESIRED

  • Experience in logistics, procurement and security matters is a strong advantage
  • Previous work experience in Lebanon or MENA region
  • Experience in team leadership
  • Demonstrated ability to work in stressful environments and under pressure
  • Experience in working in conflict-prone environments
  • Proficiency in Arabic and German
